Background :


Under the guidance and the overall supervision of the Program Manager, the Programme Assistant provides:
(1) Day-to-day administrative support to the programme team, ensure timely and efficient response to administrative queries including but not limited to consultancy recruitment, portfolio work-plans, quarterly status reports, minutes of meetings, arranging for workshops, management of information flow, and follow-up on deadlines and commitments made as requested.
(2) Work under the guidance of the Programme Specialist (or Programme Analyst as appropriate) carry out financial, recruitment , procurement, reporting, filing, minute taking and planning functions related to projects in Disaster Risk Management portfolio. Assist other portfolios in this regard when requested.
(3) Provide day to day appropriate administrative support to the Program Manager to ensure his/her office is effectively managed.


Job Summary

Specific duties include:


1- Support to the Program Manager and the Programme team to effectively manage the programme (3 -4 days a week, approx)
· Provide affective and appropriate administrative support to the office of the Program Manager
· Organization of regular and ad-hoc meetings for the Program Manager; preparation of minutes and summaries of actions to be taken; tracking of progress on planned issues; follow-up with focal points as requested by Program Manager;
· Contribute to day-to-day support to programme/project implementation and ensuring conformity to results, outputs, objectives and work-plans;
· Draft routine correspondence/communications for the Programme;
· Respond to queries on programme matters;
· Research background information and other documentation as requested;
· Support the associates in updating data relevant to the programme area and compile background material for briefing sessions including project inventory records;
· Ensure efficient accountable flow of information and correspondence and dissemination of material within the programme unit;
· Follow up on the quarterly leave plans of staff in programme;
· Establish and maintain a proper filing system for programme wide documents as well as the disaster risk management and other portfolios (when required);
· Prepare timely minutes of regular programme meetings and other related meetings as requested by the Program Manger;
· Prepare material for uploading to the website as guided by the Program Manager;
· Assist in organizing training sessions, meetings, conferences, etc for the programme as requested by the Program Manager;
· Participate in best practices networks to convey knowledge to other staff and project staff and participate in field visits periodically;
· Participate in programme reviews, meetings and provides inputs to project’s related issues;
· Carry out any relevant internet / web research as requested by Program Manager.





2- Provide Financial Management, Recruitment, and Procurement support to the Disaster Risk Management portfolio (and any other portfolios when requested by Program Manager or Country Director) 1-2 days a week, approx
  • Process advances and payment requests from executing/implementing agencies through obtaining necessary clearances and authorizations and ensuring payments are effected promptly;
  • Create necessary ATLAS requisitions and purchase orders as needed and register of goods received in ATLAS;
  • Maintenance of the internal expenditures control system including timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
  • Produce reports from Atlas as requested from programme unit;
  • Review Combined Delivery Reports (CDRs), financial reports and requests for direct payments;
  • Follow up on contracts renewal, recruitment for projects staff and procurement;
  • Follow up on the CAP/LAPP process for recruitment and procurement and prepare personal action forms as necessary. Establish and maintain a proper filing system;
  • Assist in organizing training sessions, meetings, conferences, etc. related to DRM as requested, or any other duty assigned by the Program Manager;

Qualifications and Experience:


Secondary Education preferably with specialized certification in Accounting and Finance. University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement. At least 3 years of relevant administrative or programme experience at the national or international level for secondary degree holders and at least 2 years experience for university degree holders is required.
Fluency in Arabic and English languages, experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems are essential.
